In 2013, the Colorado legislature enacted new laws designing a pretrial system that moves away from the use of money bail and favors individualized determinations and the use of evidence-based predictors. Colorado defenders must use this new legislation to the advantage of their clients and this Manual is designed to give practitioners the guidance needed to achieve pretrial release for clients.
