HB 587 - Specifies that flying an unmanned aerial system (UAS) over the lands and waters of Louisiana is lawful, unless it is operated at a low altitude causing interference or injury to persons or property. Establishes that it is unlawful to land a UAS without consent unless by forced landing which the owner or lessee will be responsible for damages caused. Creates the Louisiana Drone Advisory Committee within the Dept. of Transportation and Development (DOTD), which shall provide recommendations to the legislature on issues related to the adoption of drone technologies. SB 73 - Adds intentionally crossing a police cordon using an unmanned aircraft system (UAS) to the crime of obstructing an officer. Allows law enforcement r fire department personnel to disable to UAS if it endangers the public or an officer’s safety. View the Act
SB 183 - To enact Chapter 1-A of Title 3 of the Louisiana Revised Statutes of 1950, to be comprised of R.S. 3:41 through 47, relative to the regulation of unmanned aerial systems in agricultural commercial operations; to provide for definitions; to authorize the commissioner to adopt rules; to provide for license and registration requirements; to provide relative to the operation of unmanned aerial systems; to provide for violations; to authorize the commissioner to issue stop orders; to provide for penalties; and to provide for related matters. HB 222 - Defines video voyeurism as the manipulation of a victim who has not yet attained the age of seventeen to use any camera or videotape, or an unmanned aircraft system equipped with a camera, videotape, or any other image recording device to photograph or film oneself to send to the person manipulating the victim. HB 265 - Provides that an individual who commits the crime of unlawful use of an unmanned aircraft system shall be fined between $1,000 and $5,000, or imprisoned with or without hard labor for not more than two years, or both. Requires an individual convicted for a second or subsequent offense for unlawful use of an unmanned aircraft system to be fined between $1,500 and $20,000, or imprisoned, with or without hard less, for at least one year but no more than five years, or both.
