The change would require any bill that proposes or modifies a criminal penalty to be referred to the House Committee on the Judiciary before any floor consideration. The call will feature former U.S. Attorney General Edwin Meese III and Norman L. Reimer, Executive Director of the National Association of Criminal Defense Lawyers.
